This volume is the second supplement to the already published volume GA 331 of the complete edition entitled "Works Councils and Socialisation", and GA 331a (Works Councils in the Sense of the Threefold Social Organism).

Speeches and discussion notes in meetings of the workers' councils of Württemberg and other workers' committees as well as in meetings of the Bund für Dreigliederung des sozialen Organismus on the founding of cultural councils in Stuttgart between 7 May 1919 and 22 March 1921 This volume follows on from the documentation on works councils and socialisation published under GA 331. Rudolf Steiner was close to the council movement, seeing efforts to shape economic, legal and cultural affairs from the grassroots as a system conducive to the implementation of the Threefolding. His hope was for the establishment of cultural councils, through which a renewal of intellectual life could come about. The collected lectures, meeting notes, supplemented by entries from Rudolf Steiner's notebooks, offer rich source material, carefully edited and extensively commented. The reading conveys how intensively Rudolf Steiner was engaged at that time, how initially his new ideas were received with great interest far beyond the anthroposophical enterprises. However, it also becomes clear how the narrow spirit of the party system eventually pushed back the relevance of this movement. Apart from the historical value of this exciting volume, a look at the present shows how some things from that time seem to be repeating themselves. New forces from below are beginning to stir, opposing the omnipotence of capital and its unbridled dynamics. A situation that calls for ideas.
